City of Reading issued the following announcement on Jan 26.

ATTENTION!  Due to a small billing error over the summer when Dynegy's rates were lowered, Residents have started to receive debit cards for the billing difference from our supplier.

THIS IS NOT A SCAM.

We wanted to make you aware of the questions we are receiving.

1) “Is this a scam?”

a. Once we get a chance to explain the situation to people, almost everyone is understanding of the issue and why they received a debit card.

2) “Why did I get a debit card and not a bill credit?”

a. Based on how Dynegy is set up with Duke they are not allowed to put a credit on the bill.

3) “Why did someone open a credit card for me? I didn’t authorize that.”

a. People are confused that just because the debit card is a MasterCard that a credit card was opened in their name. No accounts were opened in anyone’s name as these are pre-paid debit cards.

4) “Why do I have to pay a $3.50 service fee.”

a. Any services fees on these cards have been waived and it says so in writing next to the card…“Please note that the $3.50 monthly fee does not apply…”

5) “Why do I need to activate the card?”

a. Just like getting a gift card at the store, it must be activated before it is used so that the funds can be release to it.
